Governance According to the Torah
Judaism established three completely separate systems of administration.
The material administration serves the living conditions of the people, and those who lead it must have proved themselves in practice.
The legal administration is entirely distinct: those who make the laws do not handle the budgets.
The divine administration — the unveiling of the supernatural, and blessing — is headed by the Kohen Gadol.
Judaism established three completely separate systems of administration. The Rav pressed on that word: separate.
First — the material administration. It serves to improve the living conditions of the people. Those who lead it must have proved themselves in practice.
Second — the legal administration. Entirely separate from the first: those who make the laws do not handle the budgets.
Third — the divine administration. The unveiling of the supernatural, and blessing. At its head: the Kohen Gadol.
From this the Rav drew a question he put to each listener: which wagon are we in? Each person serves in one of these three administrations, and the first mistake is to believe one serves all three at once.
