Balak saw that Israel defeated Sichon and Og — but the real reason for his panic is entirely different. Israel has just arrived at Arvot Moav — the 42nd stop — the last before entering the Land.
The Ohr HaChaim (Parshat Masei): 42 journeys = to gather all the nitzotzot (sparks of holiness) scattered in the desert — each stop lasting as long as the sparks there required.
Balak's counter-plan: 7 altars (against 7 shepherds) × 14 (gematria of David) × 3 rounds = 42 sacrifices — to neutralize the 42 journeys.
Why now? Because the spark of King David is hidden within Balak himself. Now that the 42 journeys are complete — the moment has arrived. "Bilam" = Bal Am = no nation. He failed: from him came Ruth, from her Boaz, from him David.
Rashi says Balak feared because of Sichon and Og. But the actual message Balak sends to Bilam says something entirely different:
He does not say "they defeated Sichon." He says: a people that came out of Egypt — 40 years ago! Why mention this now? Because the real reason is not Sichon and Og.
Some stops: twelve hours. Some: two years. Some: twenty years — according to the number of sparks that needed gathering there. This is the hidden key to everything that happens in Parashat Balak.
Balak knew that Mashiach would descend from him (Ben Tzipor). He built a cosmic plan to neutralize this:

Balak saw that a descendant would come from him who would be like a bird — Mashiach. The spark of King David is hidden within him. But 40 years ago — it was not yet certain that Israel would succeed.
Perhaps they would fall in the sin of the Golden Calf and G-d would destroy them. Perhaps they would fall in the sin of the Spies. But now — Israel is right there opposite him. The 42 journeys are complete. All the sparks have been gathered, including David's spark hidden in Balak. The moment has arrived.
Every Jewish child is born with only the Yetzer HaRa (evil inclination) until age 13. The Yetzer HaTov has not yet arrived. A small child is like an "am" — a mass, a crowd, not yet formed.
The Ohr HaChaim: rocks and hills = Avot and Imahot. But why does this prevent Bilam from cursing? Look at where they came from — Terach and Betuel.
Bilam = Bal Am = there shall be no nation. This was his purpose. He tried — and failed. There is no wisdom and no counsel against G-d. And from the one who tried to erase the nation — emerged the seed of King Mashiach.
